Opinion : We cannot make an opinion that the culprit of an accident didn’t intended to do so

Police celebrates road safety week every year in order to aware people about the Road Safety Norms and rules. Generally it is believed that the people are ignorant about the traffic rules and they are needed to be educated. It is somehow, true in case of students who are new for using the roads while riding their two wheelers or four wheelers. It also contradicts the issuance of driving license to the people by the transport department without teaching them traffic rules and without taking driving test. First initiative must be taken regarding issuance of Driving license that it should be issued after teaching traffic rules and taking proper driving test. Then, the purpose of celebration of road safety week every year will be to reinforce the traffic rules and road safety norms into the citizens.

Thousands of people lose their lives in the road accidents every year in the world and even in Hoshiarpur hundreds of people lost their lives in road accidents in the year 2013, including a major accident on Hoshiarpur-Chintpurni road as a truck fallen down in a deep gorge resulting in the death of 20 people.
This opinion is generally made in the society that the culprits of the accidents didn’t intended to do so, but it will not be wise to make this opinion. A driver who generally drives the vehicle violating the traffic rules, being stubborn on road, impatient, etc; that driver generally drives the vehicle on the basis of a mathematical term probability. In case of such drivers, the probability of accidents is more than other drivers and on the other hand the probability of being saved is more than getting accidented. So, when any mishappening  happens in the form of an accident, why does an opinion is made about such drivers that they didn’t intended to do so, whereas, they knowingly commit such blunders on road.
